Proposed Calif SMOG law roll back
Please voice support for SB 1224. See below excerpt from SEMA:
California Introduces Bill to Exempt pre-1981 Vehicles From Emissions Inspection Requirement. In 2004, legislation was enacted to repeal California’s rolling emissions-test exemption for vehicles 30 years old and older and replace it with a law requiring the lifetime testing of all 1976 and newer model-year vehicles . This year, a bill has been introduced in the California Senate (S.B. 1224) by Senator Doug LaMalfa (Senator.LaMalfa@senate.ca.gov ) to exempt all motor vehicles prior to the 1981 model year from the emissions inspection requirement. The bill will be considered in the Senate Transportation and Housing Committee on March 27, 2012. We Urge You to Contact All Members of the Senate Transportation and Housing Committee (Contact Info Below) Immediately To Request Their Support for S.B. 1224 S.B. 1224 recognizes the minimal impact of pre-1981vehicles on emissions and air quality. S.B. 1224 acknowledges that pre-1981 vehicles still constitute a minuscule portion of the overall vehicle population and are a poor source from which to look for emissions reduction. S.B. 1224 endorses the fact that pre-1981 vehicles are overwhelmingly well-maintained and infrequently driven (a fraction of the miles each year as a new vehicle). For years, legislators, regulators and stationary source polluters have felt the heat from failed efforts to meet air quality goals and have looked to older cars as a convenient scapegoat, using false data and inflated annual mileage assumptions to further their case. S.B. 1224 helps validate the truth. The old car hobby should not continue to carry the burden of past mistakes! DON’T DELAY! Please contact members of the California Senate Transportation and Housing Committee immediately to request their support of S.B. 1224. Please e-mail a copy of your letter to Steve McDonald at stevem@sema.org. Also, please forward this Alert to your fellow car enthusiasts. Urge them to join the SAN and help defend the hobby! Thank you for your assistance. Cool, wouldn't it be simpler for them to just make the bill for any car 30 years or older rather than placing a year specific bill, but that would be too simple, huh?
I'll harrase my rep ![]()

Maybe I will return to CA with my 79 if I don't have to smog it. It would be so much simpler to make it 30 years and older no smog and randomly test all vehicles coming in from Mexico. They cause more pollution In SoCal than anything else.

My guess is that there aren't enough of you to pull this off, the crazies are in charge in your state. Good luck anyway. Huba(ex-CA)

![]() 1976 huh, what is next FORD selling a CAT kit for the 2000 or so Model T's & Model A's registered in California? NHRA with CATs on Top Fuel should be interesting too. Common sense & logic went out the window a long time ago on this subject. Raise the tag fees(aka taxes) $20-$50 to penalize the older cars, show that off to the Fed, and worry about keeping jobs in CA. Last edited by Dodge Man; 03-17-2012 at 05:52 PM.. Reason: Brain Fart |

"to exempt all motor vehicles prior to the 1981 model year from the emissions inspection requirement"
So, just a minor change from '76 to '81, please. To the Sacramento, like who cares, right? It'll never pass, especially given who 'runs' the state! Dream on!!!!!!!!!!!!!!!!!

Certainly won't happen unless we make our feelings known, you can read in many places where congress people actually read and consider input from constituents, you never know, if they get 5 emails....but what if they get 10k emails?

AZ handled this by allowing emissions exemptions to cars registered as collectable. In order to register as a collectable, you have to have collector car insurance.
This is logical because most collector car insurance companies won't insure just any old beater, but will most enthusiest maintained and owned vehicles. Win/win.

2 questions for the group -
Does someone have a link to a good 'sample letter'? When is the vote? I don't live in CA now, but am from there, own property there, and hope to get back there at some point. I bought my 76 targa (that I still have) there, back in 1984....

"AZ handled this by allowing emissions exemptions"
Right, and this is CA! And who are the governors of the two states? And what is the majority of the legislators of the two states? Again, dream on!

My '71 Jeep pickup doesn't have collectors insurance because it wasn't deemed collectable enough by Hagarty (I didn't persue others). It's really only a paint job away from being "nice" enough to be considered. Anyways, with a big honkin' 360 V8 with a cam, intake, Holley 4 bbl, headers, no cat, etc., I still have to get it to pass a sniffer test. They don't pop the hood on '73 and earlier. It takes a creative tune of timing and carb adjustments, and I can get it to squeek by. So I don't have to test by '80 911 because it qualifies, but I do have to test my '71. Does that make any sense? ![]() ![]()

After replacing both the defective ECU, and the defective Air Flow Meter, on my '74 914/4 1.8, the car runs well, and pretty clean at about 2.5% CO. It's exempt, but I think that I did my part, for cleaner air, by repairing the FI, rather than replacing it with carbs.
My '82 SC runs perfect all the time, and passes our CA bi-annual inspection with ease. Although I dream of putting SSIs on it, I probably wouldn't because of the higher CO setting that I would use, and the increase in HC. I won't mind, too much, if the state moves to a pre-'81 exemption, but if they bring back the 30-year rolling exemption I might be tempted to think about modification a little more (I drive the car about 1,000 miles/year).
