How does one remove rust from here?

I was wondering if anyone could shed some light on this. It's the area where the parcel shelf meets the left and right corners of the rear. I removed most of the sound deadening material but am wondering if anyone out there has done some work in this spot. I'm sure there's a quick fix.

rust in the rear window/shelf

Sand blast the inside, being careful not to warp the surface metal.

Heat and remove the lead from the outside surfaces. Weld in a patch for the hole(s).

Re-lead or fill/blend the low area's.

Etch and prime inside and out. Or you could use POR15 on the inside surfaces with the etch and prime on the outside.
