I need one of these do-hickys. It holds cables in place.
What is it called? Where can I get one?

The cruise control cable was secured by that clip. I wouldn't worry too much about it.

You could replace it with a ty-wrap attachment block, then add on the ty-wrap. Not factory, but it would work.

They are called OMEGA clips for their shape. I have found them through the MBZ dealer in defferent sizes. Not sure if other dealers/parts sources have them.

Ah-ha! I have a mystery hole in my heater vent tube. The CC cable on mine was broken off at the throttle body end of the cable tube. Every time the throttle was opened, the cable sagged down, the tube slipped out of its plastic collar, and the whole thingamajig descended. When the throttle was closed again, the tube would lightly catch slipping back in - only a matter of time until it catches a bit better, leaving the engine at 1/2 throttle at an inconvenient time. I didn't know I was missing the mentioned clip, which would have prevented this failure in the first place. So, I wouldn't drive without it for too long.

On the bright side, a coax cable clamp from home depot (box of 25 for $2.95) does a nice job as a stand - in. Screwed right in place. Careful application of my wife's favorite fix-all (superglue) on the cable tube to collar joint (mine broke off 1/2" inside its plastic collar) got the cruise cable back in shape as well. (My wife, to my amazement, once successfully attached the RH OSRV Mirror on our old beater Alero with superglue. Amazingly, it held for 6 or 8 months!)
