it's the distribution plenum from inside an updated airbox. It is designed to distribute the fuel from the cold start injector to each intake runner instead of pooling in the airbox where it can ignite and explode inside the box blowing your airbox to Mars

Just split your airbox open and pull it out! They're inside all 81 and later CIS boxes.

They also make great fishing lures with treble hooks on each appendage or ear rings for long necked models.
