Is this needed or can I delete?

I need some help to understand this: There appears to be a cable tie (or a tab) located on the replacement floor board in what will be the space in-between the outer and inner panels (front driver's side, near the pedal area). My question is whether it is used for something (what??) or if I can cut it off since it will never again be accessible once the floor is in.

Any help appreciated!

It's a tab to hold a wire harness in place on the inside of the car.

Wire harness? I need to pass wires before welding up the floor? Can you tell me which wires, my car came without a floor! I'm in dire need of community knowledge to avoid dumb mistakes...
