Looks homemade. Also, the car looks to be a Carrera, so probably a simple switch to turn off the ICV to allow adjustment of idle. The LEDs are likely status indicators.

Ditto- what year-type is your car? On my Carrera there are some terminals behind there if you pull that round module out, (I do not have that module you picture by the way) and a couple of the terminals can be jumped to allow a tweek in the idle setting on the DME equipped cars. I wonder if your car will start if you throw that switch one way or the other...is it possible it is some sort of security-sleep mode device?

Strange you should ask. The car is an'86 Carrera. I just went to the garage to fire up the car to find out what happens when the switch is flipped with the car running. The car was dead cold, and after firing, would not idle. It just died. First time that has happened.
So, I flipped the toggle switch, fired it up again, and it idled like a dream! So I flipped it off. While it still idled, it was much slower. I flipped it back on, and you can hear a definite suck of air, like an idle by-pass valve. On and off, rough idle, smooth idle. An thanks I33t9eek for the image post. I finally figured out I should have used the file attach feature to begin with.
