On the main relay board in the engine compartment, is it ok for the round male conector pins to rotate slightly? Or, would that indicate a weak/broken solder joint?

I believe that those joints are riveted, not soldered. I would be concerned about them rotating. (Hmm, if I were at home I'd go check my car...)

Riveted. If they rotate, they're unreliable. The fix is to remove the backing material in solvent, solder all the riveted connections, then repot the back to prevent moisture ingress. Yucky job.
