Yes, the current flows inside the conductor. However, at high frequency's in the radio spectrum, the higher the frequency will cause the current to flow on the surface of the conductor.

I cleaned all the ground points in my 928 and replaced the ground strap from the battery to frame. It had developed internal resistance. I would suggest replacing that strap.

Those undercar ground cables are not insulated so that moisture/water will not be held in place, the water will be able to run out, and the ground cable will dry. Just an FYI.
