Still not getting full boost!

my 86 turbo is still only getting 6-7psi of boost. I have replaced the vacuum lines, and pretty much anything rubber under the intake, and did the venturi delete and deleted that metal thing. I was going to replace the cv, but the one in there looked better than the one I bought (the plastic ring was still white even. Had to have been replaced recently). All of this gives me a better idle, but still the same boost issue. If i clamp the wastegate hose, I can easily get full boost, but running regular, I will boost nice until 6-7psi and then it just stops, and even falls off sometimes. My turbo spun nice, and i'm pretty sure it has no play. I wiggled it while the intake is off. Now I don't know what to do!

I'd like to follow this thread. Dealing with same issue. Have bought everything vacuum related, including cycling valve and KLR line, for replacement, which I'm doing next week.

I have found a couple of very hard-to-find articles on the subject which I will post once I find out where I put them.
