A big underground parking deck with hopes of building something on top of it as soon as the banks start lending money to the private sector again. None of the developers I know can get loans, and hotels don't make money until the 3rd owner.

This year, the entire city of A2(Ann Arbor) is spending construction money like there's no tomorrow.
City Hall got an addition(in the worst 70's art deco possible), almost every street and bridge has been(simultaneously) torn up for resurfacing, while the UM has built a few of the most beautiful and timeless structures.

The fate of the aforementioned former library parking lot in the center of downtown is still undecided, and all the special interests are fighting over a piece of it: hotel/convention, government, arts, supermarket, etc...
It's a A2 bubble thing.
