There use to be a Excursion locally that was bigger than that, I could stand under the wheel wells, the doors could clear the top of a BMW 3 series (stock) saw that at Hooters one time. I buddy did a lot of fabricating on it and yes, the owner is something like 5'5" a trainer for the Fire Department. I'll try and dig up the pic, but here are some local history one..

here in new york the rules for customization are rather loose. my brother and i just this winter went through all the dmv stuff to get our buggy certified. needs bumpers and lights at the right height but open wheels are fine. we arrived at the show in this. nothing illegal on it according to ny

Yup, the unspoken rule was that exposed tread (and fenderless cars) was fine.....unless there was rain. In which case the citations get issued. Today.....cars can spew Seattle rain in pinwheels going down the freeway, I guess.....

I doubt the law has changed.
