I scare him with working for me if he doesn't get a degree. I should get a shovel with his name engraved on it so he knows what is waiting for him.

It's too late to forcefully do anything with him. We say that 18 is an adult, but at 16 he's well on his way to being his own person. My dad learned that the hard way. 3 of the 4 of us had really bad relationships with him for a decade or more because of his attempts to push us a certain way counter to his claims that he would love us just the same regardless of what we decided to do with our lives. It doesn't work. The best thing you can do for him is let him fall down and pick himself up.

Maybe. But he's a 16 year old. Not exactly apt to make the best life long decisions without some sound guidance.

I always let them make their own decisions, but those decisions were (hopefully) heavily influenced by our continued brain washing of what were the best decisions for them to make.

Once again, it ain't easy.

By forcefully I mean not giving him anything and making him earn it.
Whether it's with good grades or getting a job he needs to earn his way at this age and going forward.
Cars don't run on water and phone companies only take cash.

Again, maybe. You know your son best, but this is a dangerous age for so many reasons. I had my eyes and ears wide open during this time period of my kids lives and you should too.
They can get in a lot of trouble as teenagers, some of which is devastating, some of which is stupid, some of which is just dumb fun.

Ha ha, aint dat da truth! No kids of my own, but I spent so many years working with that approximate age group that I got to see the serial lying over and over - pretty much the norm for even the "good" kids! And just think, our current leader never morphed out of that phase, and in fact, he reversed-evolved!!!
