Is this just a California thing (emissions exemption on pre-76)?

Is it because the 76 and 77 are galvanized...

Pulled off my bumper to clean the radiators and a PO must have broken the metal tab off the back of the left hand (driver's) side orange side marker. They use silicon to hold it in!

The front tank was removed (and, I think, cleaned) before I bought the car. However, none of the other fuel lines appear to be touched.
