Unless your friend leaves the car in Az for 90 days after the date of purchase, he will have to pay use tax (same as sales tax) in CA when he registers the car here.

That car sounds like mine ('96 with just under 30k miles). I would definitely recommend a PPI. You get peace of mind if it checks out (like mine) and negotiating leverage if there are issues...

That car is no bargain. It has had at least 3 owners (original, plus 2 since the fire), it had a fire, and it appears minimally optioned. It also has 57k miles.
