Poor Idle when cold

My car idles really low maybe at around 500 rpm when cold and as it warms up it comes to a normal 900-1000 what could be happening?
It also has a lot of gas smell when starting
I have a freshly rebuilt stock WUR

Two thoughts.
You really need to verify your cold pressure. This requires specific gauges /fittings.
Also you need to check your auxiliary air valve is working - ie is opening when the vehicle is cold. This lest the extra air in your engine may be looking for.

My car is an '81 and is completely stock, I think my problem is the AAV it is not opening completely, I replaced it with a used one I bought but it is still not working properly, where can I source a good one?

Jose, before replacing parts you should verify function.
- Verify the voltage getting to both WUR and AAR.
- Remove the AAR, note % open, place in refrigerator and again note % open.
- Put gages on CIS and verify cold pressure and system pressure are in spec.
- Verify no vacuum leaks.
- Verify the cold start injector is not leaking.
I assume it is hot where you are. If the cold pressure is a touch low or the CSI is leaking you will have these symptoms. AAR malfunction will reduce idle but not cause rich smell.
