Phones in eu can put out more power than US ones can. The FCC limits phones here like .6 watts or something like that. (I cant remember the exact rule or number)

Isn't the cell phone transmitting/receiving the same signal whether it's ringing or not before you answer it?

Just tried it in the office with 4 phones and 4 microwave popcorn kernels. Didnt work.

No. When in use, it occasionally pulses (in the milliseconds) it's ID to say to the tower that's it's still on and in the area. When it rings it goes into full transmit/receive until you hang up.
