Clutch adjustment - pedal not fully returning?

it came to the right tension on the cable...here is again how i do it...
Once you have the big and small arms on loosen the space between the little finger(play for pedal) Loose the back 15mm nut on cable (towards the back) so you have enough clearance-threads to adjust the load on the cable.Start turning the (15mm open wrench)nut and watch the tension...once you see the Omega spring to move ..stop and make a 1/3 of a turn back...use you hand and see how is the tension..touching the cable you should be able to see the movement of the Omega spring as soon as you apply pressure on the cable...then adjust about 1mm play on the little finger. for people with longer legs i would loosen the cable tension so the clutch engages lower at the pedal cluster for smaller peeps i make the cable tighter so it engages higher at the pedal...

Continuing the learning process, I checked the clutch adjustment while doing some other work and noticed there was no gap between the stop bolt and little arm. I adjusted the clutch ~3 months ago.

Curiosity got the better of me, so without adjusting the cable, I adjusted the stop bolt just enough to provide a small bit of clearance to the little arm. The clutch operates properly, but the pedal fails to fully return; it sags maybe 1/2" - 1".

From looking at too many pictures of other cars, I suspect this is very common. The clutch pedal tends to sit a little lower than the other pedals, but I don't like it.
