Bilstein/Boge insert questions

Two questions:

When I opened the Bilstein box there was a rubber ring that goes over the shaft or strut rod. About 1/8th to 3/16ths thick. Does it go under or on top of the dust shield, or does it go elsewhere?

Where can I get one of the wrenches used to tighten the ring that locks the insert into the strut? I'm sure there are other ways to do it, but I wouldn't mind having the wrench.

In answer to your question: Cut and pasted from the link RickM supplied.
The Bilsteins come with a small rubber ring fitted around the shaft to keep the cover in place during shipping. You will not be using this in the install, so just throw it away.
