Isn't it on the filter itself?

Are we talking about the filter itself? If so, oil filters are typically considered consumables. I assume the easiest place to find another seal would be another filter. Just put the seal back on the new one when you are done with the current one.

He means the big rubber donut thingy that the oil filter console attaches to the tank through. I need one, also. It was pinched, old, and worn out. To get it off, you must remove 3 allen head bolts behind the oil filter.

The filter housing has a black rubber seal that seals it to the oil tank. I need that seal.
Found one. #18 http://dcauto.gotdns.com/illustration/index/455398927

Actually, upon further inspection neither #18 or #16 appear to match the part.
