When did US ride height spacers start?

Title says it all. I was just wondering what years are affected.

In the Struts?

As I read it, it was DOT that forced PAG to raise the height in the US. Just don't know when though.

This is one of those ridiculous DOT regulations that the states over rule. In Texas there are pickups and jeeps which have their bumpers at 911 windshield height!!! If your going to regulate we need something like the TUV which checks any modifications, wheel standards etc. Do it right or not at all.
