Indentification of part?

Hello, Newby question. Can you please tell me what this part is the the black circle is around. There is a rubber boot around the wire connector and it has seen better days.

That's the thermal time switch. It regulates current to some cold start devices, including the cold start valve by opening when the engine begins to warm and breaking the ground circuit.

Do you think it is possible this could cause a hesitation if it were to get wet when its raining hard?

People usually say when you have that problem after it rains it's due to moisture getting into distributer cap

Most people say to remove cap and put some Vaseline around the lip

Ok thanks. Just eliminating possibilities. The rubber boot over the connectors is toast, is it worth replacing?
