71 911E cold start problem

Help! I've spent hours trying to diagnose my cold start problem. I have taken the cold start solenoid off the top of the fuel filter and bench tested it and it works fine when I give it 12 volts. I tried to test the wire that plugs into it and I only show a little more than 1 volt. I made sure the ground wire is bolted on to the fuel filter and the connection is clean. Not sure where To go from here? Thanks for any help

Well, there is a thermo-time switch that tells it when the engine is cold. I'm not familiar with the wiring layout but I guess that is a start.
