The appropriate phase describing this scenario is "Bottlenecking".

A bottleneck is a phenomenon where the performance or capacity of an entire system is limited by a single or limited number of components or resources.

The context for me is more outdoors....specifically landscaping jobs I am working on where traffic flow and logistics are key to efficiency. "Excuse me.....would it be possible for you to pull your vehicle up and over to one side so you do not bottleneck the driveway?"

Now I also experience this inefficient behaviour in grocery stores - just tonight in fact I experienced it...

People who bring me 'stuff' and say "it's brand new".
There's no fine line between new and used, either it is or it isn't. If it's new, you can take it back where you bought it and get your money back. If I have to sell it, it's used. Perhaps it will be 'low mileage', but it's still used.

When someone asks me something at work, I make a decision, and then they forget to do it. Why the hell did they bring it up in the first place?

The other version of this is when I anticipate a problem with something and go out of my way to avoid it, and it happens anyway like I'd never talked to anyone. I'm looking at you AT&T.

Another vote for irresponsible dog owners, we have a slew of them around here. Your large unleashed dog scaring my infant is not "cute", and despite the fact that my yard is made of grass it does not give your dog the right to use it as a restroom.

People that camp in the left lane.

People that can't use cruise control on the highway, and can't maintain a constant speed. After I pass you for the 5th time you should get the hint.

Lazy people.

Inconsiderate people without manners.

When the highly trained customer support person on the telephone asks me "Sir is there anything else we can help you with today?" when they have been completely incapable at solving the problem that caused me to call in the first place. What makes companies think politeness is more important to the customer than knowledge or ability?

Re cruise control...traffic must be light where you are. Can't use it on my I-5 runs to the pool hall, too much jammed up traffic. Most days it is constant speed changes. It would be heaven if I could just set cruise control at 80 and go...

Also, when I slow? Go ahead and pass..but it's often because my V-1 is warning me of a threat ahead...

My pet peeve on the highway is the ones who think they are the speed police...the ones who purposely follow the 65 Oregon limit while staying in the left lane. By purposely I mean that they do this to slow traffic down while thinking they are promoting safety. With the jam-ups they create, they are doing just the opposite.

I live in KS, I can drive for hours without touching my cruise control.. The only excuse for not using it is stupidity.

I am not going to advise you to run up on the bumper of the lane hogs...

But, I'll say that, as usual, my most recent jaunt up I-5 (for wine & cheese BTW) once again showed that Oregonians are better than others at getting out of the passing lane.
