Could it be the pedal cluster? When I had the clutch cable off, the pedal didn't feel like it was binding on anything but maybe when there's tension applied, the pedal binds???

Any other thoughts?

When I push in the clutch pedal and then release it about half-way, the pedal feels like it's getting caught on something. The pedal only "binds" on the way back, not when I push it in....

You didn't mention the year of your car but if you have a mechanical speedometer, I would check the speedo cable if I were you. I had a similar noise coming from the rear - a regular ticking noise...
