My guess the reason for the circlip is to locatate the IMS shaft axially.
With a plain bush as per the sketch above the shaft is not located axially hence is free to float.

Have a 2001,2.7l, first shift 1-2 is a bit stiff cold. Not only motor but he gearbox also has to come up to temp, it takes time for the heat to transfer, so after warm up let it sit for 5 mins off....
