some sort of spotlight or signal light. The reflector looks like a mirror, possibly parabolic, so that would imply optical. It's kind of hard to see much detail for the mechanism in the photo.

Too big for a tank, plus lack of any anti-vibration mounting system.
Gotta be permanent mount.

Too complicated for a simple light especially with that extra dish in the way.
Gotta be a radar or ranging system.
Not a telescope.

The simple tube on the side might be a heat-vent. Meaning there's a lot of power inside.
Another indication for a permanent location.
