How do you handle this neighbor?

The early AIM-9 would have had trouble, however the current inventory 9M and 9X models all have the capability. Not 100% sure about the man-portable Stingers, but I think they can also.

I think the Shilka would be more sporting and you can say it is for pigeon control.

I think that was the point.

Crazy neighbor filed a complaint but ended up getting a citation as well and did nothing to endear himself to the rest of the community.

I didn't "turn anyone in" - but I told the county they had to do their job correctly.
The end result was the same as if they had done their job correctly on their first visit to the community.

New people moved in next door to the psycho.

They've been in the house for less than a month and already regret buying in this neighborhood; they say that the guy comes out in the yard at odd hours of the night and just fires randomly into the woods, that he has already threatened them about their dog, and that "he's a jackass".

But yet the guy is still stable enough to be a captain with a major airline.



The annual Homeowners meeting should be next month. It may be entertaining to hear what everyone has to say.

Call the freaking airline. Tell them what he's doing. This guy could go all Germanwings and I would think the airline would darn well want to know about him after that incident....I can't believe a nut case like him is flying for a major.

I can't do that without some 'proof' of his insanity other than just neighbors *****ing about him. Without a lot of supporting documentation, I think it's called slander.

Also, he's a member of ALPA. He'll never lose his job.
Even if he severely f***s up, even to the point of getting FAA attention, ALPA will defend him.

Claiming he is insane might be slander. Documenting his behavior and reporting it to the authorities might save someone's life.

After a few years of the OP dealing with this crap:
By now the local community(assuming they are better than average) has either:
A). Accepted and condoned his very aggressive and very deviant behavior, or
B). Is kowtowed and afraid for their own economics and saftey.

fwiw: I have been in a similar situation for the last decade, and feel equally helpless.
The local courts have proven themselves to be very prejudicial.

Even here in SC, wouldn't shooting at random into the woods be illegal because of the other homes nearby? I thought you at least needed a certain amount of acreage for that sort of thing.

C). All of the above.
Some of the neighbors just want to ignore him and hope he goes away; ie, do not want to 'get involved'. Other neighbors disapprove, but want somebody else to do the grunt work for them; ie, afraid of retribution. And none of the neighbors want to shoulder the burden (legal and emotional) all alone, and at the same time they can't seem to stand together.

Personally, I got tired of trying to rally the troops with a consistent lack of results to that effort. Now I have cameras on all areas of my home and business, and I have no-tresspass warrants against him. I filed a complaint with the local magistrate in an attempt to get a restraining order, but lacked sufficient documentation to get that. But at least the complaint is on file somewhere.

Outside of city limits, in the county, not really*. Unless somebody complains. The man who owns the property which the rounds are being discharged onto, lives in ATL. So he has no knowledge and probably does not care.

We have a similar issue here with our "Snake Hunter".

The only thing that would apply is a felonious discharge.

If he can be caught on video discharging a firearm in the direction of a dwelling or structure it's a felony regardless of other laws.

SECTION 16-23-440. Discharging firearms at or into dwellings, structures, enclosures, vehicles or equipment; penalties.

(A) It is unlawful for a person to discharge or cause to be discharged unlawfully firearms at or into a dwelling house, other building, structure, or enclosure regularly occupied by persons. A person who violates the provisions of this subsection is guilty of a felony and, upon conviction, must be fined not more than one thousand dollars or imprisoned not more than ten years, or both.

Do they make game cameras that shoot in wide angle night vision and triggered by movement?

Mount it on a tree up about 10 feet (unless that height allows leaves to obscure the direction it will be taking pix/movies) on this new neighbor's property and aim it toward where they think he stands when he goes out shooting.
